As discussed in yesterday’s post, A Bitter Hawke’s Bay have announced that they have formally submitted their application for reorganisation to the Local Government Commission.

You can read a copy of their media release here, and you can download a copy of their reorganisation proposal from here.

The process now is fixed. The LGC will now conduct a public consultation on the ABHB proposal before submitting a final plan, or dismissing the proposal out right. Should it move to the next stage, a petition signed by 10% of any of the affected jurisdictions must be submitted to force a referendum, otherwise the final plan is forced through without any further consultation.

I urge anyone with an interest in the future prosperity of Hawke’s Bay to thoroughly read the ABHB proposal and ask themselves, will this solve our problems, and where is the evidence?

So, other than ABHB’s “Our Way or the Highway” amalgamation submission and DAD’s Army’s Current “Councilor Retention, Regional Recession and Retirement Fund Plan”, what options does Hawke’s Bay have?

I propose Two councils: A HB Regional Council to look after HB’s environment (Hawke Bay, the rivers farming and maybe CHBDC and WDC governance And a HB Metropolitan Council to look after urban roads, infrastructure, rubbish collection, tourism, libraries etc.

A change of councilors, direction, coordination and focus is most definitely needed, but I
feel there are far too many individuals with private interests (both blatantly obvious and secretive) putting profits before people here.

Do us common people even get a say in the options?

There are a number of proposals in the air at the moment, and indeed, the current councils are working towards developing a shared services CCO that would no doubt make the same sort of savings that an amalgamated council would with no loss of representation.

“A change of councilors, direction, coordination and focus is most definitely needed…”

I agree with you, and this is what most of the ABHB members would say, but why throw the baby out with the bathwater, lets start from the principle of inclusive democracy and work forwards from there – not whats best for me and my vineyard/business and screw everyone else.

As for having a say, the LGC will call for submissions on ABHB’s proposal and for counter proposals or amendments. This is where you get to have your say as they will then collate all this into a final proposal which, should 10% of any of the existing authorities electors decree, will go to referendum. The result of the referendum (as a majority of the whole of the region concerned) will be binding. If there is no referendum, the final proposal is enforced.
